San Francisco faces a profound literacy crisis that needs immediate and continued attention. Nearly half, or 20,000, of K-12 students across SFUSD are not yet meeting literacy standards. According to Stanford’s National Student Support Accelerator (NSSA), high-impact literacy tutoring is one of the most effective interventions for struggling readers.
NSSA defines high-impact literacy tutoring as three or more sessions per week with a trained, consistent instructor using high-quality, science-of-reading backed materials. Since 2021, the SF Ed Fund has delivered high-impact tutoring to more than 6,300 students.
In the 2024-25 school year, we doubled the number of students meeting grade level expectations with just 5 months of high-impact literacy tutoring, from 24% to 54%.
For the 2025-26 academic year, the SF Ed Fund aims to expand high-impact literacy tutoring to every student in Priority Schools not yet meeting literacy standards, contingent on funding support. Based on school feedback, we are shifting our model this year to focus exclusively on in-person support.
