SF Literacy Coalition Director

San Francisco, CA • Hybrid • Full-time

At the San Francisco Literacy Coalition (SFLC), we partner with literacy-based reading and writing supplemental programs operating in SFUSD schools, SFUSD, and directly with schools to create equitable access to quality literacy supports and interventions for TK-5th graders. The SFLC was launched by local CBO partners to align with the district’s ELA priorities, and support the efforts within schools to improve literacy rates for all students. The SFLC is working within schools where a majority of their student population live at or below poverty levels and where a majority of their students are not meeting literacy milestones.

Recently the Coalition was awarded a three year operating grant in order to take the work to the next level and both broaden and deepen our impact in SFUSD. The intent is to develop and grow the work of the SFLC to demonstrate progress to goals over the course of the three years and to secure funding for this work in the long term. The grant will fund all SFLC positions and support the strategic planning, implementation, evaluation and iteration of our SFLC Focal School work and our 2 to 3 annual Convenings. Our first point of business is to identify and hire a leader for this work, the SFLC Director, who will provide strategic direction, coordination and leadership for the SF Literacy Coalition’s programmatic and learning efforts to advance our mission of working together to ensure that every child in SFUSD is reading and writing at grade level.

This role is not a fundraising role, however, there is a possibility that after two years the role could shift to include fundraising and development.

This position will report into the CEO of the San Francisco Education Fund. The SFLC Director will manage a small team, coordinate with schools and literacy programs in the city, while fostering a culture of learning, collaboration, and excellence. In addition, the first year of the role will support in the execution of the strategic planning and evaluation for the SFLC initiative, both of which will be conducted by external consultants. Once complete, the Director will be charged with building off of the critical planning work in 2024 to expand and improve the work of the SFLC for the future.

As the representative of the SFLC work, the Director will cultivate and maintain partnerships with a diverse range of stakeholders, including district leaders, school leaders, community leaders, philanthropic leaders and literacy providers to maximize the reach and impact of our efforts and build the SFLC’s role and reputation as an effective and valuable resource to the district and to schools. Duties will include but are not limited to working with school leaders (literacy coaches, Principals etc.) on focal school priorities, including securing data sharing agreements, reflecting and analyzing school and program assessment data, leading the collective reflection and response to data across focal schools and determining Convening agendas and topics as a result.

This is a full-time, exempt position (40 hours per week) based in San Francisco, CA. This is a hybrid remote position, with Wednesdays required in person at the Ed Fund office, and the remaining days either remote or school based. Occasional evening and weekend hours may be required.

This is a salaried position with an annual compensation of $100,000- $130,000 based on experience, and a competitive benefits package that supports employees’ overall well-being.

ROLES & RESPONSIBILITIES

Strategic Leadership & Program Management

  • Lead the strategy development and evaluation work of the SFLC by managing the contract with external consultant(s) requiring close coordination with steering committee members and SF Ed Fund CEO. Strategic planning and the evaluation designing and tracking will be taking place during the 2024 academic year in order to design and articulate the theory of change and determine the evaluation frameworks and systems to assess program outcomes, measure effectiveness, and drive continuous improvement.
  • Oversee the steering committee agendas, collective planning, reflection and iteration processes, on a monthly or bi-monthly basis. The steering committee is comprised of 5-9 CBO partners leading literacy programs in SFUSD. They currently include 826Valencia; Springboard Collaborative, Reading Partners, Tandem, Raising a Reader and the SF Ed Fund. These meetings guide, update and build the efforts of the SFLC in alignment with the needs of the focal schools and SFUSD literacy priorities.
  • Oversee the approximately 2 to 3 annual SFLC Convenings with all regional supporters and partners in the work. This requires coordinating with city and district leadership, managing and stewarding relationships of coalition partners, external facilitators or presenters, identifying relevant and important topics regarding literacy across the district, and managing the logistics of the convenings as they occur.
  • Lead the focal school work by managing up to three the on the ground SFLitCo manager(s) and ensuring progress is made at each focal school site and learning outcomes are being reached.
  • Support program budget development and monitor expenses to stay within the allocated budget.
  • Prepare annual updates and reports for SF Ed Fund Board and SFLC funders and the larger SFLC partners on activities, progress, impact and updates.

Team Leadership & People Management

  • Manage and supervise the SFLC manager(s), ensuring they consistently execute work plans, deliver high quality support to the focal schools, maintain high performance standards.
  • Set clear performance expectations, and provide management, guidance and constructive feedback to enhance individual and team performance.
  • Provide coaching to bring out the best in staff and promote growth and professional development.
  • Cultivate a positive and inclusive work environment that values diversity, equity, and inclusion, and fosters a sense of belonging among team members.

Organization Leadership & Capacity

  • Serve as an effective, highly regarded ambassador and representative for the SFLC to partners and stakeholders in the community, including funders and donors.
  • Build and maintain knowledge of prevailing trends, issues, and best practices related to literacy with the potential to impact the local ecosystem and student achievement.
  • Build trust-based relationships with diverse organizations and stakeholders through authentic listening and communication. Encourage feedback to contribute to the improvement of the SFLC’s learning programs and strategy.

SKILLS & EXPERIENCE

The ideal candidate will demonstrate a strong commitment to the SFLC’s vision; ability to operate and bring structure in ambiguous and uncertain environments, enjoys management, teamwork and collaboration, and thrives as an independent and responsible contributor.

  • 8-10 years experience in program management and/or design with 3+ years in a leadership and staff supervision role, preferably within a nonprofit, education organization, school or District with demonstrated ability to inspire and motivate teams to achieve ambitious goals and objectives.
  • Background in education with experience in and a strong understanding of best practices in literacy education required. Familiarity with the San Francisco education landscape a plus.
  • Strategic and systems-level thinker with the ability to anticipate challenges, identify opportunities, and develop innovative, scalable solutions.

A critical role to this effort is that of the SFLC Manager, who will work within 2 to 3 schools, and who will manage the coordination, focus, and implementation of it’s literacy providers so that students struggling to meet grade level standards are receiving the right programs, at the right dosage and for the right focus so that they are reading and writing at grade level.

This position will report into the Director of the SFLC. The Manager will manage the relationship with their assigned focal schools, work with those schools to conduct regular data reflections to track and adjust the efficacy of the services provided. The Manager will work with school leadership to ensure that school ELA priorities are being met by the SFLC providers. They will participate in matching focal students with appropriate programs; identify trends/focal skills to work on across students/ programs; support program scheduling and logistics, monitor program quality and troubleshoot, design and implement special ELA focused projects as determined by the school. The Manager will be the primary coordinator of the school-based literacy efforts and will likely have different approaches across different schools, based on school needs. The Managers will be deeply embedded within the schools and should be positioned and act as a vital literacy resource to the school community.

ROLES & RESPONSIBILITIES

Focal School Support and Program Coordination

  • The Managers are responsible for managing 2 to 3 focal schools relationships and partnerships.
  • Managers will be assigned to focal schools and will be an active contributor to:
    • matching students with services,
    • monitoring student progress,
    • identifying areas of need or trends across grades and programs,
    • supporting the school with coordination and management of the literacy programs,
    • designing and implement special projects as needed at each site.
  • Managers will cultivate positive and responsive working relationships with the school teams (teachers, school leaders, family liasons etc) and with the SFLC partner programs, fostering a sense of collaboration, and demonstrating a value for diversity equity and inclusion.

Broader Coalition Based Activities

  • Serve as an effective, highly regarded ambassador and representative for the SFLC to partners and stakeholders in the community, including funders and donors.
  • Spend time learning the different SFLC programs and their approaches in order to match students to programs effectively, to align programs to ELA curriculums and to understand each programs’ unique evaluation metrics.
  • The Managers may be asked to review new SFUSD ELA curriculum to consider areas and opportunities for LitCo partners to align to. This could include doing an audit of current providers’ models to understand where there is ELA curriculum alignment and where there may be gaps.
  • Report to Director and to SFLC Steering committee members of the school based trends and issues within their focal schools and help the greater SFLC community to understand best practices related to literacy and improving student achievement.
  • Build trust-based relationships with diverse organizations and stakeholders through authentic listening and communication. Encourage feedback to contribute to the improvement of the SFLC’s learning programs and strategy.
  • Contribute to other special projects and priorities that advance the organization’s mission.

SF Literacy Coalition -- Strategic and Evaluation Planning Consultant(s)

About the SF Literacy Coalition:

The SF Literacy Coalition (SFLC) is a partnership between local literacy focused providers, SFUSD, the SF City & County, funders and other community stakeholders to accelerate literacy outcomes through the data-driven, strategic coordination of city wide and school specific literacy efforts.
The SF Literacy Coalition’s goal is to ensure that every child in SFUSD is reading and writing at grade level. We want to partner and create more equitable access to quality literacy support and interventions across SFUSD, with an emphasis on students who live at or below poverty, and who are not yet grade-level proficient or meeting their milestones for early literacy, in grades preK-5.
Our goal is to achieve a 20% increase in grade level reading and writing proficiency among students in the Coalition’s focal schools by 2027.

How does it work?

The SF Literacy Coalition consists of a group of committed, long-standing partners of San Francisco schools and students. Various organizations/CBOs of the coalition have been serving schools for years, if not decades, and have trusting relationships with schools, teachers, families, and students. All the partners have proven literacy support programs that have led to student growth. The SFLC functions on two levels, one is through holding citywide convenings, and the other is through on the ground coordinated services at a set of focal schools. The SFLC is overseen by a collective of steering committee members, and, starting the summer of 2024 will have staff members dedicated to managing and implementing the focal school work and leading the citywide convenings.
By having several providers serving different age ranges from PK through 5th grade and reading and writing, we will be able to align the literacy supports for San Francisco students over time. We achieve alignment in three ways:

  1. Provider steering committee – to ensure that major literacy providers are working together to map out shared priorities, identifying literacy needs and gaps, and
  2. Focal schools – to ensure that school based services are working in partnership with each schools’ literacy priorities, including matching students with the supports they need and monitoring progress across providers and the school to adjust the approach as needed.
  3. Citywide convenings – to inform and align literacy providers, parent groups, city leadership and funders around the SFUSD literacy priorities and to work together towards common goals and outcomes.

Staffing

There are two co-leads of the SFLC: 826 Valencia and the SF Ed Fund. These two organizations are the leads in securing funding, setting agendas for convenings, and managing critical relationships across the city. They will be selecting the new SFLC staff who will be managing and implementing the SFLC starting the summer of 2024. The staff that will be hired are a SFLC Director who reports into the CEO of the SF Ed Fund and up to three SFLC Managers who will report into th Director. This staffing structure may grow and evolve based on the strategic planning of the SFLC.

Focal Schools

Starting in the fall of 2023, the SFLC began its work in 2 focal schools. In the school year 2024-25, SFLC intends to staff and expand its focal school pilot work into additional schools (up to 6 total). A focal school is a place where a group of literacy providers work together with the school staff to strategically coordinate services to improve literacy outcomes for students in grades PreK-5. The partnership is grounded in data, aligned with the school leader’s vision, and built on the varied expertise of the literacy providers. Focal schools are identified based on the existing presence of literacy providers and where there are high numbers or percentages of students who would benefit from additional literacy support. This is emergent work and will continue to evolve as we learn together.

Convenings

The SFLC has been gathering multiple stakeholders across San Francisco to share information, updates, and gather feedback on multiple district literacy priorities. Some topics have included understanding the new district wide assessments, reviewing and providing feedback on SFUSD’s family engagement and communication around literacy, and understanding and getting familiar with the new district wide literacy curricula that is rolling out the fall of 2024. COnvenings are open to anyone in the city interested in hearing from multiple perspectives on the direction and challenges our schools face when working towards increased literacy outcomes for students. Participants include DCYF, SFUSD Curriculum and Instruction staff, SFLC programs, funders, the library, and parent groups. Convening topics are determined by the steering committee and SFLC leads and will continue to be timely and relevant to what is happening across the district.

Steering Committee

At present there are 6 steering committee members who are all leaders of outstanding literacy based programs in the city. The programs represented are:

826 Valencia, Raising a Reader, Reading Partners, Springboard, the San Francisco Education Fund and Tandem.

The programs represented in the Steering Committee all have a significant footprint in SFUSD and are trusted literacy providers and visionaries. The steering committee meets about every other month to review progress within schools, to review and confirm Convening subject areas, to discuss future selection of focal schools and stewards the mission and vision of the SFLC overall.

Description of Projects:

The SFLC seeks consultant(s) to support its strategic and evaluation planning efforts. Consultants may apply for either the strategic planning, or the evaluation planning or they may submit a combined application for both projects.

Strategic Planning

For strategic planning, SFLC is looking for a consultant to lead a collaborative strategic planning process to define and focus SFLC priorities and goals for 2025-2029 to advance the SFLC’s mission and impact, as well as set a roadmap for continued financial and operational sustainability.

The consultant will work with key partners and staff to craft and implement the strategic planning process. The primary deliverable of this process will be a written organizational strategic plan that presents 1) an organizational strategic framework and plan, including an updated and refined Theory of Change 2) a detailed assessment of options for the long term organizational structure, including a recommendation and 3) a financial sustainability plan.

  1. Specific Activities
    • Develop a detailed strategic planning process and timeline for each deliverable.
    • Facilitate an inclusive strategic process that seeks input and ideas from a variety of stakeholders including, but not limited to literacy providers, SFUSD and City partners funders, and community stakeholders.
    • Conduct research on similarly structured Coalition efforts and distill best practices and lessons.
    • Conduct stakeholder interviews and benchmarking to inform planning.
    • Develop a strategy framework for mission impact and sustainable growth.
    • Analyze options for mid to long term organizational structure and recommend approach/timeline.
    • Develop a high level financial model and sustainability plan.
  2. The final deliverables will include the following elements:
    • A strategy framework for mission impact and sustainable growth including identification of strategic issues.
    • Prioritized strategic goals with an articulation of measurable and time-bound objectives and steps required to accomplish its goals.
    • Analyzed options and approach/timeline for mid to long term organizational structure with a proposal of high level financial model and operational plan for the mid to long term.
  3. This RFP is being issued to consultants with expertise in strategic planning. Experience working with executive management personnel from foundations, corporations and non-profit organizations, and/ or school districts is preferred. SFLC is specifically seeking those with proven experience in the following areas:
    • Developing strategic plans for non-profit and local government bodies
    • Effective and inclusive group facilitation, particularly with a DEIB lens
    • Working with non-profit and city/government leaders, managers and educators
    • Developing strategic visions, understanding an organization’s mission, mandates and values
    • Conducting a SWOT analysis, environmental scan, and /or situational analysis
    • Identifying issues, classifying priorities, and obtaining data from stakeholders
    • Facilitating the formulation of strategies
    • Developing long-term and short-term goals and benchmarks for an organization or project
  4. SFLC is requesting a price proposal for this work that includes the following:
    • The consultant selected for this opportunity will have to be able to evaluate, validate, and/or help define SFLC’s discrete needs in the planning process.
    • In consultation with SFLC, the consultant must propose a relevant and strategic course of action to achieve the organization’s long-term planning needs
    • The consultant must work with the SF Ed Fund, the Steering Committee members, the SFLC staff and SFUSD focal schools to develop a long-term plan of action (3 years) that includes measurable outcomes with timelines.
    • At the end of the process the consultant will be required to deliver a written strategic planning document for the organization to follow for the duration of the three year term.

Evaluation Planning

For evaluation planning, SFLC is looking for a consultant to lead an evaluation planning process to create a framework for understanding success as a coalition overall as well as for monitoring progress and evaluating the impact of its work, including the impact of its convenings and committees, and the impact of the work in focal schools. SFLC is seeking a consultant who is familiar with the education and non-profit sector, with familiarity or expertise in literacy and who has had experience working with, or researching and evaluating similar coalition-type efforts across the country. The consultant will work with key partners and staff to craft and implement the evaluation planning process and will facilitate the initial round of data collection and analysis. The primary deliverable of this process will be a written evaluation plan that presents 1) an evaluation framework including key measures of progress and impact, 2) a data collection plan including recommendations for aligning/streamlining data collection across providers and with SFUSD as well as outlining required data sharing agreements, and 3) the consultant will facilitate the initial round of data collection and analysis.

The consultants will work under the direction of the SFLC co-leads and steering committee.

  1. Specific Activities
    • Develop overall evaluation framework in alignment with the Theory of Change (to be refined in strategic planning process)
    • Analyze what is currently being measured by providers and SFUSD and make recommendations for increasing alignment
    • Develop a proposed evaluation structure
      • Procedures & systems
      • Data sharing requirements/agreements
      • Data collection plan & tools
      • Qualitative data collection plan
    • Complete baseline data collection and analysis for 2024-25 school year
      • Measure the impact of focal school work, particularly on student achievement (quantitative)
      • Measure the impact of convenings, particularly on engagement and alignment across stakeholders (qualitative)
  2. The final deliverables will include the following elements:
    • A short term and long term evaluation framework aligned with the strategy and sustainable growth plan.
    • Recommendations for the systematic and continuous evaluation of the SFLC and what would be required to build, manage and review the data and impact.
  3. This RFP is being issued to consultants with expertise in program evaluation. Experience working within school districts, foundations, corporations and/or non-profit organizations is strongly preferred. SFLC is specifically seeking those with proven experience in the following areas:
    • Developing quantitative and qualitative evaluation plans and metrics for literacy based efforts, knowledge of Star Assessments preferred
    • Working with non-profit and city/government leaders, managers and educators
    • Experience in research and evaluation of student learning
  4. SFLC is requesting a price proposal for this work that includes the following:
    • The consultant selected for this opportunity will have to be able to evaluate, validate, and/or help define SFLC’s discrete evaluation needs in the planning process.
    • In consultation with SFLC, the consultant must understand the current standards of evaluation and align with the strategic vision of the SFLC to design the long term evaluation plan.
    • The consultant must work with the SF Ed Fund, the Steering Committee members, and if timely/relevant the strategic planning consultants.
    • At the end of the process the consultant will be required to deliver a written evaluation guidelines and process document for the organization to follow for the duration of the three year term.

  • June 11th – finalist interviews
  • June 21, 2024 – consultant selected

*To be confirmed with consultant(s) once selected. If two separate consultants are selected for strategic planning and evaluation planning, the SFLC will coordinate the communication between the two and will likely start strategic planning before evaluation.

High Impact Tutoring Coordinator

THE ROLE

In the fall of 2022, test results confirmed that the pandemic caused students to fall behind in their academic growth. Just over 50% of SFUSD students are grade-proficient in literacy and just under 50% are grade- proficient in math. Given these staggering statistics, the Ed Fund created its first city wide high impact tutoring program. This research-backed approach addresses the urgent need for students who experienced the greatest learning interruptions and impact on their progress during the pandemic. Within the last several years this high impact tutoring program has reached ~6,000 students across ~30 SFUSD schools. The focus of our current tutoring program is to provide literacy support in K-5 classrooms. Currently, our high impact tutoring program consists of three different tutoring providers, with in-person and virtual options. Ed Fund priority schools can select which provider supports their school literacy goals.

The High Impact Tutoring Coordinator reports to the Associate Manager of Tutoring and Grants. The coordinator manages the day-to-day logistics of these tutoring programs, which includes building strong relationships with schools and tutoring providers, and supporting schools on site with the program roll out.

This position is grant funded via a five-year grant from DCYF, ending in the spring of 2029. If successful, the Ed Fund’s Development Team will continue to pursue additional grant funding into the future.

YOUR OPPORTUNITY FOR IMPACT

Committed to ensuring a high-quality tutoring experience for every child, you will be the liaison to 15+ schools, ensuring that the technical and logistical needs of high impact tutoring programs run smoothly.

Plan and Facilitate Tutoring Program Logistics (Pre-Launch of Program)

  • Understand priority school literacy goals and needs in order to help schools select the right program for their students
  • Lead and facilitate onboarding meetings and presentations with interested and confirmed schools to hit enrollment targets of ~825 students across a variety of schools
  • Create outreach collateral and marketing materials so schools understand tutoring programs (e.g., onboarding guides, overview of program, launch checklist)
  • Ensure schools have deep understanding of their role and tutoring program expectations
  • Support schools with teacher and family engagement efforts for the purpose of recruiting students into the tutoring program and so families will understand the value of this program and ensure their students are showing up for tutoring
  • Coordinate and support the registration processes – collecting student information (e.g., grade levels, reading scores, tutoring times) with assigned schools prior to program launch. This also includes coordinating with key SFUSD point of contacts to ensure data agreements are set up correctly.
  • Continuously share out registration progress with schools and tutoring providers so that partners can problem-solve and pivot as needed

Implement Tutoring Programs

  • Understand the ins and outs of the 3 different tutoring programs’ technical and logistical needs from both the teacher and student perspective
  • Provide regular on-site support (most weeks at least 4x a week in schools) during tutoring windows to facilitate smooth tutoring sessions and to ensure students and teachers are having a positive experience
  • Trouble-shoot and solve site-based tutoring issues as they arise
  • Ensure students are attending tutoring sessions regularly
  • Act as the go-to person for all school site questions regarding the tutoring programs and help ensure schools are using identified tutoring supports to log challenges
  • Create and share appropriate collateral about student progress within tutoring programs to be shared widely with schools and families.
  • Support the Development team with writing monthly narratives to be submitted in required grant portal
  • Conduct ongoing research about high impact tutoring trends, programs and resources

Build and Maintain Strong Relationships

  • Develop and maintain relationships with relevant school staff, families and tutoring providers
  • Work collaboratively with SF Literacy Coalition staff at partner focal schools to share and understand student data and progress
  • Provide excellent customer service to school leadership and key staff at partner schools and follow up with all parties in a timely manner
  • Conduct consistent check-ins with partner schools to go over attendance, data, challenges as they arise
  • Meet with tutoring partners on a continuous basis to go over day-to-day school site implementation and upcoming program strategy

QUALIFICATIONS

  • Bachelor’s degree or 2+ years equivalent work experience in project management, school-based work, nonprofit/NGO practice, or a combination
  • Demonstrated commitment to educational equity and improving public education through community involvement
  • Strong project management skills including the ability to handle multiple deadlines and competing priorities with demonstrated results
  • Ability to build strong partnerships with multiple stakeholder audiences, including principals, afterschool programs, teachers and external tutoring providers
  • Strong critical thinking and problem-solving skills; a driving force who works toward clarity and solutions
  • Excellent written, oral and interpersonal communication skills, including public speaking and presentation skills; service-oriented mentality with client first approach
  • Knowledge of Microsoft Office Suite and Google Suites
  • Must pass criminal background check upon receiving an offer
  • Ability to travel to SFUSD school sites on a regular basis

DESIRED QUALIFICATIONS

  • Salesforce CRM
  • Canva or equivalent design experience
  • Prior work in education, foundations, social impact or nonprofits
  • Bi-lingual skills in English and Spanish and/or Cantonese
  • School partnership or teaching experience
  • Virtual tutoring experience

COMPENSATION

The School Site Coordinator is a non-exempt position. The starting annual salary range for this position is $60,000 – $70,000 based on years of experience in a similar role. The Ed Fund is deeply committed to equity and fairness and therefore salary offers are based on set criteria and are determined in conjunction with an internal equity pay assessment. This means that our salary offers are non-negotiable.
